“Thank You For Your Time and Corporation” Alleged Stalker Writes Letters to Judge Phillip Pena
Norman Napolian Hayes, 65, has submitted letters to Judge Phillip Pena in his cases for stalking and drug distribution.
Hayes was charged with stalking via sworn complaint in Febuary 2024. Alachua Police Department (APD) Officer Tonya Avery reported the following:
“Hayes has continued to cross over into [the victim’s] backyard during the night and send her photos from his phone of the back of her house. The neighbor has also stated that he has caught Hayes in the back of his property multiple times recently. Haves has also recently targeted individuals who he believed to be visiting [the victim’s] property. By doing so, he busted out the window to the [visitor’s] semi truck and began waiting on him and his wife to park their semi so that he could confront them and threaten to kill them. Hayes also posted a picture of the [visitor] and photos of their semi to Facebook, stating that they are living with [the victim]. Further investigation revealed the [visitor’s] father is the next-door neighbor to [the victim] and was only in the neighborhood visiting him but did not know [him].”
Avery reported that Hayes “does not live in Alachua, but in Gainesville, FL, at the King Laundry mat.”
Hayes was arrested in October on drug distribution charges by Gainesville Police Department officer Matthew Murriello. Murriello reported that Hayes “was parked on the side of the road selling drugs from a gold vehicle.”
On December 1, Hayes sent a letter to Judge Phillip Pena regarding his stalking case. Hayes stated the following:
"I, Norman N. Hayes, I am writing at this present time to allow you to comprehend the truth about my alleged stalking complaint. I need you to collect and/or read the Notice of Inquiries I had faxed from the Public Library, 1000 N.E. 16th Avenue, Gainesville, Florida, forwarded to The Department of Children and Family Services during the years 2023 and/or 2024, as well as collect all my Facebook posts pertaining to [the victim]. I have two Facebook accounts: (first) normanhayes456@gmail.com, (second) hayesnorman999@gmail.com. My above-listed Facebook accounts will provide the necessary information as well as vehicle pictures to prove…. I Norman Hayes Sr. took pictures of [the victim’s] home along with pictures of a man illegally [staying] at the home…. I Norman Hayes Sr. also listed the child abuse and spousal fraud report number within my social media Facebook posts. Nevertheless the Department of Children and family Services along with the Alachua Police department did not collect [the victim’s] homeowner security camera recording; such is admissible evidence of whom is either legally living at her address during the years 2023 and 2024. I believe the above department's failure to properly act within the law is because I am Black and have a considerable criminal history. I reported [the victim’s] abuse and fraud…. Thank you for your time and cooperation within this above matter.”
On December 5, Hayes sent Pena another letter regarding his drug distribution case. Hayes asked Pena to investigate “the state’s filing of formal charges” and stated, “Your urgent attention and action to protect my already damaged liberty interests and due process rights is required herein.”
Hayes has an arraignment scheduled for December 18 in his drug possession case.
