GPD Officer Who Allowed Former Corporal to Commit Sexual Assault Makes Domestic Battery Arrest
Todd Alan Hoopingarner, 61, was arrested last week and charged with domestic battery.
Officer Tommy Alvin responded to an Regional Transit System (RTS) bus stop and reportedly saw Hoopingarner hit the victim multiple times on her back and neck. One day after his arrest, Hoopingarner would be released on recognizance and arrested again the same day after Officer Jarrell Delancey spotted him on a bench next to the victim. Hoopingarner has a bond of $10,000.
Alvin was previously involved in a case of sexual assault against three women at a club in Gainesville. Two years ago, Alvin walked into Coconut Cabaret with former Corporal Brooke Shutterly and Officer Emma Spaulding under Sergeant Aaron Wagle’s authority.
Alvin stood by the changing room door to obstruct the owner’s entrance while Shutterly sexually assaulted three women under the pretext of an undergarment measurement ordinance check.
Internal Investigator Leah Hayes didn’t recommend charges to the State Attorney’s Office and gave all the officers written warnings except Spaulding, who was given no reprimand and would later be awarded GPD 2023 Officer of the Year.
GPD head of Criminal Investigations Captain Paris Owens confirmed in an interview with GnvInfo that Shutterly is no longer employed with the agency.
Owens was asked how GPD can be relied on to investigate sexual abuse at Ignite Life Center since GPD found Shutterly "unfounded" of committing sexual assault.
Owens said, “I cannot comment on that because I have no idea what that has to do with Ignite. Those are two totally different situations, or incidents, and I’m not at liberty. We haven’t found any allegations of anything sexual regarding Brooke Shutterly, and she no longer works for us.”
Alvin, Spaulding and Wagle all remain active GPD employees.
