Koen Michael Davis, 19, was arrested on Sunday and charged with stalking.

The victim made contact with University of Florida (UF) Police Department (UFPD) Officer Stephen Peters in Midtown at 1:00 a.m. early Easter morning.

The victim and Davis reportedly had an “on-again, off-again type relationship.” In February, Davis showed up to the victim’s dorm unannounced, and the two reconciled their relationship but broke up a short time later. The victim blocked Davis.

On March 28, Davis sent the victim an email that stated, “I understand you’ve blocked me on all platforms.” Officer Peters reported, “In this same email [Davis] states that he doesn’t expect the victim to respond. The victim did not respond.”

On April 19, Davis reportedly sat on a bench outside of the victim’s dorm building. The victim told Peters that Davis sat for hours staring at her window while holding flowers. Davis attempted to call the victim 26 times while he sat in front of her building.

The victim told Peters that Davis “created so many phone numbers that he was banned from a messaging service entitled 'text me now.’”

Peters reported, “The victim proceeded to show me her blocked contacts, which showcased dozens of phone numbers; however, she could not ascertain which ones were his. The victim did point out that [Davis’] actual number…. was blocked as well. The victim advised me that she has also received text messages from [Davis] recently as well, but she had deleted them.”

The victim told Peters she was “waiting for this to happen” in regard to Davis showing up unannounced based on his past behavior. The victim said she felt fear when Davis contacted her.

The victim told Peters that late Saturday night, she and her friend had seen Davis in the Midtown area and that she noticed his car was parked near her dorm.

Peters reported, “I confirmed with the victim that [Davis] had no business being on UF campus or in Gainesville in general. She advised me that he lives in West Palm Beach and that he is not a student or an affiliate in any way to UF. I proceeded to escort the victim to [her dorm hall] in my marked patrol vehicle as [she] wished to gather some personal items before spending the night with her friend due to the fear of staying in her own room. Upon us making entry to the dorm and walking up to her room, I found a bouquet of flowers, an Easter basket with candy, and dozens of handwritten letters on paper and index cards outside the victim’s dorm room. The victim immediately recognized the handwriting as that of [Davis] and a letter found within the flower bouquet appeared to bear his signature. Upon closer examination of the notes, there were five large multi folded hand written letters and thirty seven hand written index cards. Nearly every piece of paper was written on front and back. These letters show [Davis’] obsession with the victim; however, none of the writings have any threats of violence.”

One of the notes Davis wrote stated, “Hope you’re okay with eyes being on you 24/7.”

Davis was released on recognizance under the conditions that he not contact the victim, not return to UF and not possess any weapons.
